Mehta was born to his parents, Lallubhai Samaldas and Satyavati, on 15 April 1900 in Ahmedabad, Gujarat, India. His father was a wealthy aristocrat and revenue commissioner of Bhavnagar. He completed his matriculation at New English School, Mumbai, in 1917 and passed his B.A. in history and economics at Elphinstone College, later joining the London School of Economics. Due to ill health, he left his studies in London incomplete and returned to Mumbai. Here, in 1928, he received his M.A. degree from the University of Bombay by writing an essay on the social thinking of Bertrand Russell. He worked as an assistant editor of the Bombay Chronicle from 1923 to 1925 before working for the Scindia Steam Navigation Company.
